On the morning of 27 April, at the Government Headquarters, Prime Minister Pham Minh Chinh - Chairman of the National Committee for Digital Transformation chaired the 2^nd meeting session of the Committee.

Representing the corporation, CMC President presented the proposal to Prime Minister Pham Minh Chinh - Chairman of the National Committee for Digital Transformation, leaders of Ministry of Information and Communications (MIC), Ministry of Industry and Trade, Ministry of Education and Training (MOET), etc. in the second meeting session of the Committee on 27 April 2022. The meeting is held online with connection to headquarters of ministries, ministerial-level agencies, governmental agencies, and People's Committees of provinces and centrally-run cities. 

In his opening speech at the meeting, Prime Minister Pham Minh Chinh emphasized the spirit of digital transformation, which is: Having high determination, making great effort, being practical, decisive and effective, paying attention to inheritance, stability, innovation and development.

According to Report on the Implementation of Digital Transformation in Quarter 1/2022 presented by Deputy Minister of Information and Communications Nguyen Huy Dung at the meeting, as of the end of March 2022, all 22 ministries and ministerial-level agencies and all 63 cities and provinces of the country have established their own Digital Transformation Steering Committee; meanwhile, 17 out of 22 ministries and ministerial-level agencies and 57 out of 63 cities and provinces have promulgated 5-year digital transformation program/plan/scheme. In the past time, digital economy has contributed 10.2% of GDP.

Representing the corporation to attend the meeting, Mr. Nguyen Trung Chinh - Chairman of Board of Directors - Executive President of CMC Corporation proposed a way to promote national digital transformation, which is focusing on developing digital human resources. 

According to statistics from CMC, the demand for human resources is very high; however, universities currently are not able to meet this demand in terms of both quantity and quality. Regarding quantity, only about 25% of the demand is met. In which, only 30% meets requirements.  

"Samsung Group from South Korea has invested in a research and development center in Vietnam, and sees Vietnam as a digital service hub of the world. In fact, the market was hit hard in 2021 due to the pandemic. However, Samsung’s demand for human resources of is still very high. The Group asked CMC to provide thousands of employees. Although we have put a lot of efforts into this work, only 30% of the personnel provided by us met the requirements of Samsung. That fact is a proof of how the quality of human resources in Vietnam is still poor. Meanwhile, by 2030, the market needs 1.5 million employees in the IT field. Therefore, it is necessary to develop human resources in both quantity and quality to meet the market needs", said Mr. Nguyen Trung Chinh. 

A panorama look of the event

To overcome the above situation, the leader of CMC agrees with the solution of MIC - which is piloting the digital university model to solve the problem of developing human resources in terms of both quantity and quality. In order to deploy the digital university model, CMC proposes that MOET need to change several rules and regulations as follows: The number of online training modules according to regulations currently accounts for about 30% of training time. This is a constraint in the deployment of digital university, as online learning is becoming a trend.

In 2021, the limit for admission is 82,000 students out of a total of 300,000 students who wish to go to university. That means the input quantity only meets 24% of the enrolment needs. Therefore, MOET needs to raise the admission limit to meet the increasing demand of the market. 

Also at the meeting, leaders of Ministry of Information and Communications proposed to the Prime Minister to support the policy and direct ministries, agencies and localities to implement the contents for consolidation of organizational apparatus, thus ensuring human resources and funding for digital transformation and creating breakthroughs afterward. 

Members of the Committee also discussed contents of the Report on the Implementation of Digital Transformation in Quarter 1/2022 and announced the goals achieved by ministries and agencies; at the same time, they also proposed recommendations and solutions to promote digital transformation in the coming time.
