Attending the ceremony was Member of the Party Central Committee/Minister of Information and Communications Nguyen Manh Hung, Deputy Head of Central Propaganda and Training Commission. Also, there were Deputy Minister of Information and Communications Phan Tam, former Minister of Posts and Telecommunications Do Trung Ta, and representatives of functional units under the Ministry, representatives of Viettel, VNPT, CMC, the Institute's leaders and representatives of universities and institutes in Hanoi.

Speaking at the ceremony, Minister of Information and Communications Nguyen Manh Hung emphasized: Posts and Telecommunications Institute of Technology operates under a model consisting of the Institutional Council, which is a new step forward. The Institute, together with 3 technology firms, will establish a research enterprise in the Institute, which works to mobilize research resources in the Institute, link the needs for research of enterprises and combine university thinking and enterprise thinking.
Viettel, VNPT and CMC are present in the Council not only to give comments, but also to participate in activities of the Institute, to build platforms and to contribute 40% of intensive learning for students, following the model of 30% of general knowledge, 30% of foundation knowledge, and 40% of specific knowledge.
The Minister also assigned the task of digital transformation to the Institute. "The goal of digital transformation is to improve training quality, reduce the workload for teachers, innovate the teaching and learning model, and support new teaching tools to teachers." The first thing to be done for the digital transformation of universities is to turn the entire Institute into a small digital country, where all activities of the Institute, lecturers and students will be brought to the digital environment, said the Minister.
"Each person in the Institute will have a digital identity. The institute will be a miniature society, and it's will be very convenient for young people who are capable of using technology to build a digital society here. In order to train human resources for digital transformation, let them live, study and work in the digital environment. This is the best way for digital technology training."
With the establishment of the Institutional Council, the Minister believes in the bright future of the Institute, as well as its contributions to the digital transformation of the country.
