The ceremony was held at the Authority of Radio Frequency Management at 115 Tran Duy Hung (Hanoi) and was witnessed by Mr. La Hoang Trung - Director of National Electronic Authentication Center, representative of Department of Appraisal and Legal Affairs of the Center and the leadership of CMC Corporation.  Accordingly, CMC will become a Certificate Authority ( CA), playing the role of a third party to provide public key certificates to users and support security in the process of information exchange.   Public digital signatures are an important component of the Internet and are becoming increasingly important in the digital economy, acting as a basis for electronic transactions such as selling and purchasing, contract signing, remittance, money transfer, etc.

According to Decree No. 130/2018/ND-CP of the Government stipulating the implementation of the Law on Electronic Transactions regarding digital signature and digital signature authentication, digital signature authentication is a service provided by an organization to a subscriber to verify that the subscriber is the one with the digital signature in the data message. In order to become a CA, CMC Corporation must prove that its ability meets standards regarding finance and human resources, as well as other strict requirements of technical infrastructure according to international standards (FIPS PUB 140-2 Level 3, PKCS, Tier 3 Data Center, transnational transmission system, direct connection to A-Grid, etc).

Mr. La Hoang Trung - Director of National Electronic Authentication Center said: “After a rigorous and strict inspection, the National Electronic Authentication Center considers CMC as a very large IT group of Vietnam with 2,700 employees and 26 years of development. The advantage of CMC is that it has more than 700,000 corporate clients (in which 20,000 are from the telecommunication industry) with great demands for declaration and digital signature authentication. Therefore, the Center decided to grant the license for providing public digital signature authentication to CMC. In addition, the Government is now promoting the use of digital signature and electronic identifier, therefore the Center is expecting that big IT companies like CMC will join hands with Ministry of Information and Communications to develop digital signature authentication market. ”

The license for providing public digital signature authentication granted by Ministry of Information and Communications will help CMC Corporation to further support and connect enterprises with partners of CMC, such as tax and customs authorities; at the same time help CMC to become a VAN (Value Added Network) provider. CMC expects to provide digital certificates to agencies, organizations and individuals, helping users to authenticate electronic transactions such as electronic invoices, online securities, tax declaration, social insurance declaration, online customs, etc.
