CMC proposes digital transformation plan to Prime Minister
Attending the meeting were Prime Minister Pham Minh Chinh - Chairman of the National Committee for Digital Transformation, leaders of Ministry of Information and Communications, Ministry of Industry and Trade, Ministry of Education & Training, and representatives of enterprises who are members of the National Digital Transformation Advisory Group, as well as large corporations. The meeting was held online with connection to headquarters of ministries, ministerial-level agencies, governmental agencies, and People's Committees of provinces and centrally-run cities.

At the start of the meeting, the Prime Minister & Chairman of the National Committee for Digital Transformation said that, digital transformation is an inevitable trend, an objective requirement of development and is identified as mandatory.
Digital transformation helps to effectively address the relationship between the State, the market and society; promote economic growth, improve productivity, competitiveness, production and business efficiency and reduce costs for people and businesses; at the same time, it also helps to change methods and improve management and administration capacity at all levels and in all sectors.

"It is a must to quickly, effectively and substantively promote digital transformation, as well as carry out this task in a comprehensive and synchronous manner with a clear focus," he emphasizes.
At the meeting, Ministry of Information and Communication - the standing agency of the Committee presented a detailed report on the results of implementing national digital transformation in the first 6 months of 2022 as well as proposed two key orientation plans for 2023.
Representing CMC Corporation at the meeting, Mr. Nguyen Trung Chinh - Chairman of BOD/Executive President expressed his support for Plan 2: Migrating business activities to the digital environment as well as developing digital economy using Vietnamese digital platforms. According to this plan, State agencies will focus on optimizing the provision of online public services for businesses and reducing conditions required for doing business. Meanwhile, enterprises also focus on implementing digital transformation and conducting business activities in the digital environment. People will use digital products and services provided by these businesses.
Mr. Nguyen Trung Chinh also proposed a direction to promote national digital transformation. First, to solve the problem of digital transformation faster and more qualitatively, building a pilot model is very important. "CMC Corporation has built a digital university, which is able to solve the problem of faster digital transformation with better quality," said Mr. Chinh. "There should also be the participation of other enterprises and universities, both large and small, to make it easier. Please note that private universities are yet to be included in our current list," added Mr. Chinh.

Second, as the proportion of small and medium-sized enterprises using digital platforms is still very low, it is necessary to have a collaboration between Ministry of Information and Communications, Ministry of Finance (General Department of Taxation), Ministry of Industry and Trade, the State Bank and enterprises to improve the situation. "If the collaboration between these five institutions goes well, I believe that the digital transformation plan and goal in 2023 will be 50% more successful. CMC is always willing to support and accompany enterprises and organizations through its C.OPE2N (CMC Open Ecosystem for Enterprise) platform - an open architecture that integrates all of our technology strengths," Mr. Chinh emphasizes.
Third, digital technology enterprises are striving to develop quality digital transformation platforms and solutions as well as invest in researching and accelerating the application of new technologies, such as AI, Blockchain, etc. Businesses needs to always be ready to join forces with and accompany the Government, ministries and localities to develop digital economy and accelerate digital transformation.
As the pandemic is being under control, digital transformation remains the key to rapid recovery and sustainable socioeconomic development, contributing to the construction of an independent and self-reliant economy associated with proactive, substantive and effective international integration, where internal forces play a basic, strategic and decisive role in long-term while external forces act as a critical and breakthrough factor. The focus is placed on three strategic breakthroughs in terms of institution, human resources and infrastructure.
"With experience in digital transformation, I propose that we need to digitally transform in a comprehensive manner, immediately deploy public services at level 4, and promote the model of paperless office, in order to boost the rate of online application for conditional public services to 100%" - said Mr. Nguyen Trung Chinh.
The Prime Minister has affirmed that digital transformation is a major policy and orientation of the Party and the State, which must be monitored, evaluated and directed regularly, continuously and closely, as well as drastically implemented.
The head of the Government pointed out that the National Committee for Digital Transformation has a difficult task, which is directing and organizing the implementation of policies and mechanisms to accelerate national digital transformation process in close connection with administrative reforms; building and developing e-Government, digital government, digital economy, digital society and smart cities; and facilitating the 4th industrial revolution in Vietnam.
At the meeting session, in addition to evaluating the results of digital transformation in the first 6 months of 2022 and defining solutions and tasks for digital transformation in the coming time, the Committee also announced the Report on digital transformation index at ministerial and provincial level in 2021.
